Integrating Lay Rescuers into the Plan for School Emergencies

Medical emergencies happen every day, all over the world. Having trained professionals available on-demand to immediately assess and treat patients would be an optimal, but largely impractical expectation. Imagine using a system of potential lay rescuer responders who could begin treatment for the most time sensitive emergency medical conditions while trained rescuers were being summoned. Empowering lay rescuers to assist with medical emergencies can have enormous implications and enhance even the best emergency response plans.

About the Presenters:

Dr. Joseph Bart, DO, FACEP

Dr. Bart is dual board certified in Emergency Medicine and EMS with specialty training in several areas of operational Emergency services. After completing residency at the State University of New York (SUNY) at Buffalo, he received fellowship training in Emergency Medical Services through SUNY at Buffalo. Currently, Dr. Bart works as an attending physician in the Emergency Department at the Erie County Medical Center and works with local and state EMS organizations on protocol, policy, and operational performance. Dr. Bart is an assistant clinical professor/faculty for the Emergency medicine residency and EMS fellowship through SUNY at Buffalo, and currently provides medical direction to the Buffalo Fire Department and several other ALS and BLS local agencies. Dr. Bart was a main contributor to the creation/invention of Mobilize Medical Systems, before its acquisition by ZOLL Medical Corporation in 2019, and remains a consultant working with ZOLL on Mobilize and other projects. In addition, Dr. Bart is the Director of EMS operations for UB|MD Emergency medicine and operates as a field physician with the Buffalo Fire Department and surrounding communities. Previously, he was a TEMS provider (Buffalo Police SWAT/Erie County SWAT/Niagara County ERT) and subject matter expert/instructor for the National Center of Security and Preparedness – delivering operational training programs for response to high consequence domestic events through the New York State Preparedness training center for several years. Dr. Bart is also a former Certified Athletic Trainer with high school and collegiate experience.
